You can benefit from holiday vouchers if you are a full or contract agent in operation.
To determine access to holiday vouchers, your reference tax income (RFR) for 2025 is taken into account.
This income is compared to a fixed ceiling. When the RFR is below this limit, you are eligible for holiday vouchers.
The State or the Social Committee shall contribute financially to the holiday vouchers. This participation varies according to the level of your resources. Thus, the smaller your resources, the higher the share funded.
You must then build up savings. A fixed amount is paid each month for a fixed period, usually by withholding tax or bank levy.
At the end of this period, the participation of the State or the Social Committee is added to the savings you have built up. The two amounts together form the total value of the holiday vouchers awarded.

It is possible to change format freely at any time, from €30, to switch to dematerialized holiday vouchers:

Dematerialized holiday vouchers
They are worth €20 à €60 for payments to the penny.
It is possible to change format freely at any time, from €30, to switch to paper holiday vouchers:

The fee for changing the format is €10. This amount is deducted from the total amount exchanged.
To benefit from holiday vouchers, the request must be made first online, after creating a personal account. In the absence of an online approach, it is also possible to submit an application using a form:
Application for holiday vouchers: public servant
You must attach certain supporting documents to this form:
- Valid National Identity Card (NIC) or valid passport
- Bank Identity Statement (RIB) to your name (or account attached if your name is on it)
- SEPA Direct Debit Mandate (this mandate is present on the form)
- Copy of all pages of the tax notice
- Proof of address of less than 3 months in your name (mobile phone bills are not accepted)
- Copy of a salary slip of less than 3 months
- For persons with disabilities, an employer attestation or proof (e.g. notification from the departmental house for persons with disabilities - MDPH).
The form and supporting documents must be sent to the National Holiday Voucher Center (NTC):
Holiday vouchers have a validity period of 2 years, in addition to their year of issue.
For example, a holiday voucher issued in 2024 is valid until December 31, 2026.
Unused holiday vouchers can be exchanged within 3 months after the end of the period of use against holiday vouchers of the same amount through an online service:

To exchange dematerialized holiday vouchers, you must log in to your account and then go to the Exchanges menu.

In the absence of an exchange request before the end of the 3e months following the expiry of their period of validity, checks are expired.

At the end of this period, the CGOS financial participation is added to the savings you have built up. The two amounts together form the total value of the holiday vouchers awarded.
