Are you under 26 years old and want to grow your savings? Are you looking for a safe and paid placement to deposit your child's savings over 12 years old? You can open a young booklet. It is a capped booklet whose interest rate is set by the state. The money remains available and withdrawals are possible at any time. We present you the information to know.

To open a youth booklet, the booklet holder must complete the 3 conditions following:

  • Be between 12 and 25 years old
  • Have his habitual residence in France
  • Not already have a young booklet.

The opening of a young booklet is possible from 12 years:

  • Either at the request of the young person himself
  • Either at the request of his legal representative (for example: parent).

For the opening of the booklet, the banking institution will require the signature of the legal representative of the minor.

To verify that the opening conditions are met, the future beneficiary of the booklet must provide the bank with the following documents, in particular: 

  • Declaration on honor certifying that he usually resides in France and that he does not already have a young booklet
  • Any document (translated into French) or official document establishing his date of birth
  • If he is a minor, name and address of his legal representative.

If the conditions set at the opening of the booklet are no longer met, the bank is prohibited from keeping the booklet. She'll close the young booklet.

Deposit

There is no obligation to make periodic payments.

It can also be powered by check or by transfers from an account that belongs to the booklet holder.

Since 1er in july 2023, to make a transfer to the youth account, the bank can no longer require that the bank account and the youth account be all 2 opened in the same bank.

Withdrawal

Only the holder of the youth booklet can make withdrawals at the counter.

In case of withdrawal, most establishments require a minimum amount of €10.

But the bank must respect the withdrawal limits set by the legal representative as long as the holder is a minor.

Before 16 years

Between the ages of 12 and 16, the child needs the permission of his legal representative to make withdrawals from his booklet.

A maximum limit for each withdrawal can be set by the parents. Most often, the contract signed with the bank already provides limits to prevent the child from spending all his savings too quickly.

Between 16 and 18 years

Between the ages of 16 and 18, the holder of the youth booklet may withdraw freely, unless his legal representative objects.

In this case, the bank must be notified of the opposition of its parents by registered letter with acknowledgement of receipt.

From 18 years

From the age of 18, the holder of the youth booklet can make withdrawals alone and without conditions.

Some banks offer a debit card associated with the youth booklet. The card allows you to make withdrawals under the same conditions as at the counter, with the same limits.

Please note

A withdrawal cannot account for the debit. Withdrawal will be blocked if the balance of the booklet is not sufficient.

The ceiling for payments on the youth booklet is set at €1,600

The balance of the young booklet can exceed the ceiling when the bank adds the interest.

In this case, it is possible to keep your young booklet but it will no longer be possible to make new deposits.

Rate

Banks can freely set the remuneration of the young booklet. The remuneration of the young booklet can therefore vary from one bank to another.

But its annual interest rate cannot be less to that of booklet A (currently, it is 1.7%).

Calculation of interest

Interest is calculated on 1er and the 16th of each month.

The date of the value taken into account for the calculation of interest varies according to the date of the transaction (deposit or withdrawal):

The sums deposited produce interest if they are placed in full fifteen.

At December 31 of each year, the accumulated interest for the year is added to the principal.

The interests of the young booklet are exempt income tax and social security contributions.

The young booklet can be closed at any time to recover the funds.

It is not necessary to give a reason for closure.

Closure will be automatic in the year of the holder's 25th birthday.

FYI  

If the account is closed during the year, the interest earned is credited on the closing day.

After closing, the bank must transfer the sums shown in the credit of the youth booklet to another account designated by the holder. If the bank has no indication, it must transfer the sums to a suspense account.

Voluntary closure

The steps to close the youth booklet are different depending on whether the holder is a minor or an adult.

Minor

The minor child will not be able to act alone. It will take the agreement of its legal representative to close the booklet.

Major

If the holder is of full age, he may alone steps by contacting his bank directly.

Closure in the year of the holder's 25 years

The booklet holder must request the closure of his young booklet at the latest on 31 December of the year of its 25the birthday.

If the request for closure is not made spontaneously, the bank must itself close the young booklet.
