Retirement of a public official: what is the discount?

The discount is a reduction which is applied to amount of the retirement pension basic payment when the staff member retires without being entitled to a retirement at full rate. We present you the conditions of application and calculation of this discount if you are official.
Please note
If you are contractor, the conditions for the application of the discount are the same as for a private sector employee.
The amount of your basic retirement pension, paid by the SRE: titleContent if you are a state official or by CNRACL: titleContent if you are a territorial civil servant or a hospital worker, is subject to a discount, that is to say it is reduced, when you retire without being entitled to a full pension.
As a public servant, when you retire, you are entitled to:
- A basic retirement pension from the SRE or CNRACL depending on your public service
- And a supplementary retirement pension from the RAFP: titleContent.
Your basic SRE or CNRACL retirement pension is granted at full rate mainly in one of the following 2 cases:
- You're retiring with one determined number of quarters of pension insurance
- Or you go to a age determined which entitles you automatically a full pension, regardless of your number of quarters of pension insurance.
The conditions for a full basic pension vary depending on whether you are a category civil servant sedentary or active :

The age of the automatic full rate varies according to the body of membership:
- 57 years for staff members of the management and application corps and the corps of command
- 60 years for police commissioners
- 61 years for Divisional Police Commissioners and for General Police Commissioners
- 62 years for the posts of Comptroller-General and Inspector-General of the National Police's Active Services, Head of the National Police's Inspectorate-General and Director of the Central Administration and the Police Prefecture's Active Services.

FYI
If you have worked under other statutes than civil servant (contract agent, employee, liberal profession, etc.) and you have consequently contributed to several pension funds, this is your total duration of insurance, all plans combined, which is taken into account when determining whether or not you are entitled to full-rate retirement pensions.
If you retire before the age of the automatic full rate without having the required number of quarters of pension insuranceHowever, you are not entitled to a full pension.
In this case, the amount of your retirement pension is reduced based on the number of quarters you are missing.
This reduction is there haircut.
If you retire at the age of the automatic full rateHowever, you are entitled to a full pension, regardless of your number of quarters of pension insurance.
Your pension is calculated based on the number of quarters you have, whatever it may be.
If you have fewer quarters than you need to qualify for a full pension, you will not be discounted.
FYI
The amount of your RAFP supplementary pension may also be reduced or increased depending on your starting age.
The number of missing quarters retained by the SRE: titleContent or the CNRACL: titleContent is the smaller of the following 2 numbers:
- Number of missing quarters between your age on retirement date and the automatic full rate cancelation age
- Or number of quarters missing between your number of quarters on the date of your retirement and the number of quarters required to qualify for a full-rate pension
The number of quarters obtained is rounded up to the next digit.
The maximum number of missing quarters taken into account is limited to 20.
Example :
You are a sedentary public servant, born on the 1ster July 1964. You can retire from 62 years and 9 months.
To qualify for a full pension, you must:
- Or have 170 quarters (42 years 6 months)
- Either wait until your 67th birthday (at 1er July 2031).
If you decide to leave on the 1ster July 2027, at age 63, having only 159 quarters (39 years 9 months):
- You are missing 16 quarters between your age at retirement and age 67 (number of quarters between age 67 and age 63)
- You are 11 quarters short of the number of quarters required to qualify for a full rate pension (170), compared to the number of quarters required to qualify for a full rate pension (159).
That is the most advantageous number, 11 quarters.
The amount of your pension is reduced by 1.25% by missing quarter.
Example :
You are a sedentary public servant, born on the 1ster July 1964. You decide to retire at 63 on the 1ster July 2027 by having only 159 quarters instead of the 170 required to qualify for a full pension. The number of missing quarters selected is 11.
Your pension is reduced by the following percentage: (11 x 1.25%) = 13.75%
Your pension is equal to: Last gross index salary held for at least 6 months on the date of your retirement x 75% x 159 / 170
And that amount is reduced by 13.75%.
