Early Childhood Care Benefit (ECCB): Adoption Bonus

What is the Early Childhood Support (ECB) Adoption Bonus? This bonus helps you to finance the expenses related to the arrival of a child. It is paid on a means-tested basis. You must apply to the Caf (or the MSA). We present you the information to know.
What applies to you ?
Conditions relating to adoption or reception for adoption
To qualify for the bonus, you must adopt (or foster for adoption) a child under the age of 20.
You must have used:
- Either at the child welfare service (Ase)
- Either to a French body authorized for adoption (or the Agence française de l'adoption)
- Either to a competent foreign authority.
Resource cap
Your resources should not exceed an amount determined according to your family situation. It's the categorical net income of 2023 which is taken into account for 2025.

There are 2 revenues if each receives an annual amount of €5,983 or more (in 2023) from an occupational activity or daily allowances for accidents at work or occupational diseases.

You have to distinguish according to whether you depend on the general plan (Caf: titleContent) or agricultural (MSA: titleContent):

General Case (Caf)
The approach differs depending on whether the adopted child is French, European (Schengen area) or foreigner.
The adopted child is French
You are already a recipient
You must send one of the following 2 documents to the Caf:
- Certificate from child welfare services (or other authorized agency) specifying the date of placement of the child in your home and the name of the foster family
- Copy of the extract from the minutes of the proceedings of the Family Council of the State Wards.
You must report this change in situation.
Family Allowances and Benefits - Statement of Situation (Caf)
You're not a recipient
You must send the Caf a file consisting of the following documents:
- Certificate from the child welfare services (or other authorized body) specifying the date of placement of the child in your home and the name of the foster family (or copy of the minutes of the deliberations of the family council of the wards of the State)
- Cerfa forms n°11423 (declaration of situation) and n°10397 (declaration of resources) completed.
The adopted child is European (Schengen area)
You are already a recipient
You must send the Caf a file consisting of the following documents:
- Copy of your approval issued by the services of your department
- Copy of foreign decision (adoption or placement for adoption)
- Photocopy of a child's identity document (identity card or passport of the country of origin)
- Agreement for the continuation of the procedure (APP) drawn up by the French authorities (Mission de l'adoption internationale or operators who acted as intermediaries for the adoption), issued before the child's arrival in France
- Proof of the actual arrival of the child in your home (certificate from the department of the place of residence of the adoptive parents, boarding pass in the name of the child, presentation of the child, etc.).
You must report this change in situation:

You must send the Caf a file consisting of the following documents:
- Copy of your approval for adoption issued by the services of your department
- Copy of the foreign decision (adoption or placement decision for adoption)
- Agreement for the continuation of the procedure (APP) drawn up by the French authorities (Mission de l'adoption internationale or operators who acted as intermediaries for the adoption), issued before the child's arrival in France
- Proof of the actual arrival of the child in your home (certificate from the department of the place of residence of the adoptive parents, boarding pass in the name of the child, presentation of the child, etc.)
- Cerfa forms n°11423 (declaration of situation) and n°10397 (declaration of resources) completed.
The adopted child is a foreigner (other country)
You are already a recipient
You must send the Caf a file consisting of the following documents:
- Copy of your approval issued by the services of your department
- Copy of foreign decision (adoption or placement for adoption)
- Photocopy of the child's passport or any other official document of the country of origin on which the visa granted by the Mission de l'adoption internationale (MAI) appears, which certifies the regularity of the child's stay in France and which constitutes the starting point for the child's arrival in your home.
You must report this change in situation.

You must send the Caf a file consisting of the following documents:
- Copy of your approval for adoption issued by the services of your department
- Copy of the foreign decision (adoption or placement decision for adoption)
- Photocopy of the child's passport or any other official document of the country of origin on which the visa granted by the Mission de l'adoption internationale (MAI) appears, which certifies the regularity of the child's stay in France and which constitutes the starting point for the child's arrival in your home
- Cerfa forms n°11423 (declaration of situation) and n°10397 (declaration of resources) completed.
Agricultural Scheme (MSA)
Contact your MSA who will guide you in the steps to be taken:
The net amount of the adoption bonus is €2,168.89.
The premium shall be paid in one installment by 2e the month following the child's arrival at home.
FYI
In the event of the child's death, the adoption bonus is maintained if the death occurs in the month of adoption.
