Temporary residential accommodation for persons with disabilities

Temporary accommodation allows people with disabilities of all ages to be accommodated in a facility for a limited time. To be admitted, you must apply to the departmental house of disabled people (MDPH). We tell you what you need to know.

Temporary accommodation allows to benefit, within adapted structures such as a medical educational institute (IME), a nursing home, a health structure (hospital...):

  • Accommodation
  • And support that meets the specific needs of the person being welcomed.

They are housed in communities with other residents with similar needs and can participate in recreational and cultural activities.

For the people welcomed, temporary hosting makes it possible to organize respite periods or transition periods between 2 supports, or solutions implemented when a follow-up is temporarily interrupted. It can also be a response adapted to a specific need or emergency situation.

For relatives, temporary accommodation makes it possible to organize periods of respite or to relay, if necessary, the interventions of professionals in institutions and services or family caregivers, volunteers or professionals, usually providing accompaniment or care.

Temporary accommodation is for people with disabilities of all ages.

In addition, you must be a French national or a national of the European Economic Area (EEA) or have a valid residence permit for persons of foreign nationality.

The request must be made to the departmental house for people with disabilities (MDPH) of his department.

The request can be made online through an online service, if the MDPH of your residence offers it:

MDPH (AAH, PCH, admission to Ésat, accommodation...) and renewal

You can also make your request by post through a form:

Application or renewal of disability benefits (AAH, PCH, CMI, accommodation...)

You must reach supporting documents mentioned during your online application or on the form.

The documents must be sent (or scanned if you apply online) to the MDPH of your place of residence.

Who shall I contact

After filing the application with the MDPH, the Committee on the Rights and Autonomy of Persons with Disabilities (CDAPH) meets to consider the application.

The response of the CDAPH is usually in a 4 months delay from the date of submission of the application. If no reply is received after that time limit, the application shall be deemed to have been rejected.

Where the conditions are met, the CDAPH may decide on a referral to temporary residential accommodation. This decision gives the right to enrollment in a suitable structure. It is communicated by post and specifies the list of establishments offering temporary reception, accompanied by their contact details (addresses and telephone numbers).

Applicants or their representatives must contact the selected institutions by mail, telephone or travel to verify the possibility of registration.

The application for registration must be accompanied by a copy of the decision of the CDAPH. In parallel to these steps, the MDPH may also take the initiative to contact certain institutions to facilitate the process.

Temporary accommodation can be mobilized:

  • either as part of a planned organization (in a sequential mode),
  • or in response to an emergency.

The duration of the accommodation is limited to 90 days a year.

It is the CDAPH that decides on this annual time of care according to needs.

In case of disagreement with the decision of the CDAPH, it is possible to make a prior appeal to her.

To do this, you must send a letter to the CDAPH explaining the reasons for the disagreement. The refusal decision must be accompanied, if necessary, by documents deemed useful.

The mail must be sent by post or deposited at the MDPH reception.

Who shall I contact

The CDAPH has 2 months to respond after receiving the mail.

If the dispute is maintained at the end of this period, an appeal may be made to the court within 2 months of the decision of the CDAPH.

The costs cannot exceed €23 per day set by Social Security.

The financial contribution depends on the resources and any aid received.
