What resources does the Social and Economic Committee (CSE) have?

Verified 07 October 2026 - Public Service / (Prime Minister)

Depending on the number of employees in the company (less than 50 or more), the CSE benefits from different means (budget, local, billboard). We're taking stock of the regulations.

Less than 50 employees

No, the CSE: titleContent has no budget.

Yes, the employer shall provide the CSE: titleContent a room to enable them to carry out their mission and, in particular, to meet.

Members of the CSE: titleContent may post the information they are responsible for bringing to the attention of staff.

The CSE may display information on obligatory locations for union communications and at the gateways to workplaces.

Please note

CSE communications are conducted on separate signage from union communications.

50 or more employees

Yes on CSE: titleContent has an operating budget and a budget for social and cultural activities.

Operating budget

The employer pays an operating grant to CSE based on the size of the company.

The operating budget of CSE shall be:

  • 0.20% the gross wage bill in companies with 50 to 1,999 employees,
  • 0.22%in companies with at least 2,000 employees.

Budget for social and cultural activities

The budget for social and cultural activities is set by company agreement.

In the absence of an agreement, the annual contribution shall be calculated by reference to the ratio of the contribution to the gross wage bill for the previous year.

Thus, the ratio of the contribution to the gross wage bill for year N cannot be less than the same ratio existing for year N-1.

Example :

A company has awarded €75,000 of subsidy. The payroll is €750,000.

The ratio of this contribution is 75 000/750 000 = 0.1 10%.

FYI

CSE may transfer a portion of the annual surplus of its operating budget to the budget for social and cultural activities.

The transfer to the budget for social and cultural activities is possible within 10% of that surplus.

CSE may also transfer all or part of the annual surplus from the social and cultural activities budget to the operating budget.
