Complementary health solidarity (C2S): simplified procedures for new beneficiaries of social minima

Complementary health solidarity (C2S) helps people with low resources spend on health. Since 1er In July, the procedures for obtaining it are simplified, under conditions, for beneficiaries of 2 allowances: the specific solidarity allowance (SSA) and the allocation of the youth employment contract (ACEJ). Complementary solidarity health insurance (C2S) is a health insurance similar to a mutual health insurance. It is intended for people with low income. It covers the additional part of your health expenses (not reimbursed by the Health Insurance) in order to limit your remaining expenses.

You can benefit from C2S if your income does not exceed a certain amount. It can be free or paid depending on the level of your income. Eligibility ceilings are determined according to the resources and number of people in the household.

What change since July 1, 2026?

The Social Security Financing Act for 2024 and Article 45 thereof provided for a presumption of entitlement to paid C2S for certain beneficiaries of social minima. The presumption of right allows you to apply for C2S without having to declare your resources, and to benefit from an automatic annual renewal.

This simplification of the allocation and renewal of the right aims to facilitate access to care and to combat the non-use of C2S. It had already been introduced, under certain conditions, for beneficiaries of certain allowances: supplementary invalidity allowance (SAI), solidarity allowance for the elderly (ASPA) and allowance for disabled adults (AAH).

Since 1er July 2026, the presumption of entitlement to the C2S fee is extended, subject to conditions, to beneficiaries of 2 new allowances: the specific solidarity allowance (SSA) and the allocation of the youth employment contract (ACEJ).

Who is concerned?

The following beneficiaries may benefit from the paid C2S without declaring their resources, provided that they fulfill the following conditions:

  • SSA beneficiary: if you live alone without dependent children.
  • JCEA beneficiary: if your household is not taxable, or if you are attached to a non-taxable household.

As long as these conditions are met, the right to paid C2S is automatically renewed every year, without further steps.

Reminder

The free C2S is automatically awarded to all active solidarity income (SSA) recipients, unless they object.

In case of doubt about your eligibility, you can make a online simulation, but also request the C2S so that your file is studied in detail by your affiliated health insurance fund.
