Complementary solidarity health insurance (C2S) is now automatically allocated to certain people

Complementary health solidarity (C2S) is aimed at people with low resources. It allows them to minimize the cost of their health care expenses (they do not have to pay the additional part not covered by the Health Insurance).

You can benefit from C2S if your income does not exceed a certain amount. It can be free or paid depending on the level of your income. Eligibility ceilings are determined according to the resources and number of people in the household.

What change since July 1, 2026?

The Social Security Financing Act for 2024 and Article 45 thereof provided for a simplification of the C2S allocation scheme for certain beneficiaries of social benefits. This measure aims to facilitate access to care.

The presumption of entitlement to C2S (paid) had already been introduced, under certain conditions, for beneficiaries of certain allowances: supplementary invalidity allowance (ASI), solidarity allowance for the elderly (Aspa) and allowance for disabled adults (AAH).

Since 1^er In July 2026, the automatic allocation of the paid C2S concerns, under conditions, the beneficiaries of 2 other allocations: the specific solidarity allowance (ASS) and the allocation of the youth employment contract (ACEJ).

Who is concerned?

The paid C2S is now offered automatically by the health insurance fund to the following beneficiaries, with a simplification of the procedures:

• Beneficiary of the ASS: if you live alone without dependent children.
• JCEA beneficiary: if your household is not taxable, or if you are attached to a non-taxable household.
