Rent Benchmark Index (RBI): what is the trend?

The new rental benchmark (IRL) was published by INSEE on 15 January 2026. This indicator is used as a basis to revise the rent of an empty rented dwelling or furnished with a residential lease. It grew by 0.79% year-on-year.

Where the lease so provides, the rent of a dwelling may be revised once a year on the basis of the value of the annual change in the rent benchmark. This revision shall take place on the date indicated in the rental agreement or, failing that, on the anniversary date of that agreement.

On January 15, 2026, INSEE published the level of the rent benchmark index at 4e quarter 2025. For the metropolis, it is 145.78 ; to 4e quarter 2024, it was 144.64. The IRL has therefore made progress by 0.79% over a year. Landlords can thus increase their rent by a maximum of 0.79% in metropolitan France.

Reminder

The IRL is calculated on the basis of the average change in consumer prices excluding tobacco and rent over the last 12 months.
