Rent reference index (IRL): what was the trend in the 3rd quarter of 2025?

The new rental benchmark (IRL) was published by INSEE on 15 October 2025. This indicator is used as a basis to revise the rent of an empty rented dwelling or furnished with a residential lease. It grew by 0.87% year-on-year.

Where the lease so provides, the rent of a dwelling may be revised once a year from the value of the annual change in the rent benchmark. This revision shall take place on the date indicated in the rental agreement or, failing that, on the anniversary date of that agreement.

On 15 October 2025, INSEE published the level of the rent benchmark index at 3e quarter 2025. For the metropolis, it is 145.77 ; to 3e quarter 2024, it was 144.51. The IRL has therefore progressed by 0.87% over a year. Landlords can thus increase their rent by a maximum of 0.87% in metropolitan France.

The cap on the change in the rent benchmark under Law No. 2022-1158 of 16 August 2022 on emergency measures for the protection of purchasing power ended on 1er quarter 2024.

Reminder

The IRL is based on the average change in consumer prices excluding tobacco and rent over the last 12 months.
