New online chat for women victims of domestic violence

The national hotline 3919 provides information and guidance to women victims of domestic violence of all types. Since February 2, a chat has been added to this system, offering an alternative to women for whom making a phone call is a hindrance.

The telephone number 3919, created and managed by the National Solidarity Women Federation for more than 30 years, is intended for women victims of all types of gender-based violence:

  • domestic violence (psychological, verbal, economic, administrative, etc.);
  • sexual violence;
  • forced marriages;
  • female genital mutilation;
  • violence at work.

Depending on their situation, women are referred to the local or national partner associations best able to provide them with an answer or support.

3919 is a free and anonymous number, accessible 24/7. It is also aimed at the victims' entourage.

The scheme is supported by the Ministry for Gender Equality and the Fight against Discrimination.

Please note

The 3919 offers a listening in multiple languages. When the exchange is not in French, a person responsible for ensuring the translation is present in addition to the listener. You may be asked to call back to a time slot during which this translation can be provided.

The hotline is also accessible to deaf and hard of hearing people.

The new chat proposed by 3919

Since February 2, a chat of 3919 is also accessible on the website of the National Solidarity Federation Women (click on « contact 3919 », then on « by chat »).

This instant messaging is open from monday to friday, from 1 pm to 8 pm.

Responses are delivered by professional persons, trained to listen to and care for women victims of violence. Artificial intelligence is not used in this chat.

Please note

Before being officially launched on February 2, the chat was experimented for two and a half months starting in November 2025. During this test phase, 200 exchanges took place via this instant messaging service. The National Solidarity Women Federation indicates that this period allowed professional respondents to adapt their practices to written support.

This chat is a listening channel in addition to the telephone number 3919; it can represent a solution for:

  • French expatriates who wish to receive help from the foreigner;
  • women for whom making a phone call is difficult.
