1. Data processing carried out by DILA
1.1. Purpose and legal basis
The process available on service-public.gouv.fr allows you to make your citizen census declaration online.
The approach is made available by the Directorate of Legal and Administrative Information (DILA) in accordance with the order of 24 February 2016, which acts as data controller within the meaning of the regulations on the protection of personal data (“GDPR”).

The legal basis for the processing of personal data carried out by DILA is the performance of a public service mission entrusted to it (Article 6-1-e of the GDPR - Decree No. 2010-31 of 11 January 2010 on the Directorate of Legal and Administrative Information ).
The information collected during the process helps to complete the census declaration and prepare for participation in the Defense and Citizenship Day (DCD).
1.2. Processed data
The process is accessible with a service-public.fr or FranceConnect account. During this authentication of the connection data (e-mail address, password, FranceConnect technical identifier) and session data (user IP, date and time of connection) are processed by the DILA.
The mandatory information collected as part of the process is provided for in Article R*111-1 of the National Service Code and is as follows:
- the civil status of the census holder and, where applicable, that of his legal representative;
- the descent of the census holder;
- place of domicile and residence;
- family, school, university or professional situation.
Other mandatory information is necessarily collected as part of the census or for participation in the JDC:
- Information on a possible exemption to participate in the JDC;
- the telephone number of the census taker;
- a copy of the family record book (page of the census taker and his parents);
- a copy of an identity document;
- where applicable, proof of address if the municipality of declaration so requests.
1.3. Shelf life
The information provided is kept for a maximum of 30 days, in draft mode, if the procedure is initiated but not transmitted to the town hall in charge of instructing it.
As from the transmission of the request to the municipality, the information relating to the procedure is purged by the DILA within a maximum period of 48 hours.
The metadata (traceability data) of the request are kept so as to respond in case of complaint within a maximum of one year.
These metadata are:
- For the user: the name, first names, email, the link with his Public Service account;
- For the application: the file identifier, the date and time of submission, status, name and code of the procedure concerned, authentication method (France Connect for example).
1.4. Addressees
The information collected is transmitted to the town hall of your home in order to record your census. If the town hall of your municipality decides to issue you the census certificate directly via service-public.fr, it will be deposited directly in your service-public.fr account. The certificate will be kept on your account as long as your account is active in accordance with the account's operating procedures.
The information collected will also be transmitted to the competent service of the Ministry of the Armed Forces in charge of the organization of the national service.

2. Data processing carried out by the City Hall
The census declaration is received by the town hall of your place of residence in accordance with articles R111-5 to R111-10-1 of the national service code.
Information on the person identified shall be forwarded to the competent department of the Ministry of the Armed Forces responsible for the organization of the national service.
The information relating to the census may not be used by the municipality for other purposes.
The census taker can contact his/her town hall to obtain information on the processing of his/her census information.
3. Data processing by the Ministry of the Armed Forces
The information collected during the census operations and the Defense and Citizenship Day (JDC) is subject to automated processing based on the fulfillment of a legal obligation under the provisions of Title I of Book I of the National Service Code, Article L. 11, Article L. 11, Article L. 45 of the Electoral Code, 1° of II of the French National Service Code. It is intended for the individual administration and collective management of French people who are or have been subject to national service. This treatment also allows to participate:
- the automatic registration on the electoral roll, in application of 1° of II of Article L. 11 of the Electoral Code;
- integration and the fight against the exclusion of French people subject to national service.
The information is kept until the age of 25 years and 6 months. Beyond and up to the age of 90, only identity data, as well as those relating to the convocation and the session of the defense and citizenship day, are kept.
I. – The staff of the Directorate of the National Service and Youth responsible for the individual administration and collective management of French persons subject to or having been subject to national service may access, for the purposes of consultation and modification, personal data and information strictly necessary for their mission, on the basis of their respective powers and subject to the need to know.
II. – All or part of the personal data and information strictly necessary for their mission may be addressed to the services of the Ministry of National Education, in accordance with their respective responsibilities and within the limits of the need to know, for the production of statistics relating to the assessment tests of the learning of the fundamental achievements of the French language.
III. – The following may be recipients of all or part of the personal data and information strictly necessary for their mission, on the basis of their respective powers and within the limits of the need to know, excluding data relating to personal life:
1° The armed forces in relation to the direction of the national service and youth, within the framework of the organization of the days defense and citizenship;
(2) The bodies responsible for recruitment in the headquarters, directorates and services, as well as in the national gendarmerie;
3° The organizations responsible for helping young people who are detected to be in difficulty with basic French language learning or early school leaving;
(4) The academic directors of the national education services acting on the delegation of the rector of the academy, in the context of assistance to young people in difficulty with basic French language learning;
(5) The public institution for the integration of the defense, within the framework of integration assistance;
6° The agency of the civic service, within the framework of the civic service;
(7) The ministry responsible for overseas territories, within the framework of adapted military service.
IV. – All or part of the personal data and information strictly necessary for their mission may be sent to the Ministry responsible for foreign affairs, in the context of the organization of defense and citizenship days abroad, on the basis of their respective responsibilities and within the limits of the need to know, for data relating solely to the identification of persons and the national service.
V. – The following may be recipients of all or part of the personal data and information strictly necessary for their mission, on the basis of their respective powers and subject to the need to know, for data relating solely to the identification of persons and to professional life:
(1) Delegation to defense information and communication, in the context of conducting satisfaction surveys;
(2) The local coordinator designated by the State representative in the department, in the context of assistance to young people who have dropped out of school;
3° The delegation to the transformation and ministerial performance of the Ministry of the Armed Forces, within the framework of the realization of statistical studies.
VI. – The following may be recipients of all or part of the personal data and information strictly necessary for their mission, on the basis of their respective powers and subject to the need to know, for data relating to the identification of persons only:
1° The National Institute of Statistics and Economic Studies, with a view to the automatic registration on the electoral lists of French citizens aged 18;
(2) Doctors accredited to the Minister of Defense, as part of the examination of applications for exemption from participation in the Defense and Citizenship Day;
3° The Graphic Design of the Commissariat des Armées responsible for publishing and sending summonses to the Defense and Citizenship Day;
4° The National Health Insurance Fund, within the framework of the individualized information provided for by Article L. 162-1-12-1 of the Social Security Code.
VII. – All or part of the personal data and the information strictly necessary for their mission may be addressed to them, by reason of their respective powers and subject to the need to know, for data relating to the national service only: the departments responsible for compiling the registration files for competitions and examinations subject to control by the public authority as well as those responsible for checking the situation with regard to the obligations of the national service in application of Article L. 111-3 of the National Service Code.
The rights of access and rectification provided for in Articles 15 and 16 of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC, shall be exercised by electronic means to the controller of the Directorate of the National Service and Youth at the following address: dsnj-rgpd.contact.fct@intradef.gouv.fr.
The rights of erasure and opposition set out in Articles 17 and 21 of the same regulation are applicable only in the context of the implementation of the “majdc.fr” internet portal and the “Defense +” mobile application and are exercised electronically to the data controller of the National Service and Youth Directorate at dsnj-rgpd.contact.fct@intradef.gouv.fr
The rights of limitation and portability provided for in Articles 18 and 20 of the same Regulation shall not apply in the context of the implementation of such processing.
The information of the data subjects is provided under the conditions laid down in Articles 13 and 14 of Regulation (EU) 2016/679 of 27 April 2016.
In the event of a request for information on the processing of personal data managed by the Directorate of the National Service and Youth or the exercise of rights over personal data, the request may be made after a minimum period of three months following the date of the census.
A copy of a valid identity document (national identity card or passport) must be attached to the application.
A complaint can be submitted to the CNIL (https://www.cnil.fr/fr/plaintes).
