Public Service Compensation Plan: Rifseep or Other Premiums

Your remuneration includes bonuses and allowances that constitute the compensation scheme. In the State Civil Service (FPE), on compensation plan taking into account duties, conditions, expertise and professional commitment (Rifseep) is the benchmark compensation scheme. In the Territorial Public Service (FPT)However, the Rifseep also serves as a reference for the compensation schemes of most territorial employment managers. In the hospital public service (FPH), the applicable premiums and allowances shall be fixed by decree. Here is the information you need to know.

EPF

For a large part of body State premiums shall be fixed within the framework of the compensation scheme taking into account the functions, subjections, expertise and professional commitment (Rifseep).

The Rifseep includes:

  • One duties, hardship and expertise allowance (IFSE)
  • And one Annual Compensation Supplement (AIC) which takes into account professional commitment and how to serve.

Ministerial orders designate the bodies and jobs benefiting from the IFSE and, possibly, the CIA.

A ministerial decree may also authorize the payment of IFSE and, possibly, CIA to other officials who do not belong to these bodies or do not hold these posts.

The Rifseep has replaced the majority of the old bonuses, ministerial or interministerial. However, certain allowances, fixed by decree, remain combinable with the Rifseep.

In addition, some premiums are obligatorily cumulative with the Rifseep. For example:

  • Collective profit-sharing premiums
  • Reimbursement of expenses
  • Accompanying allowances linked to geographical mobility
  • Subjections on-call work directly related to working hours such as overtime or on-call duty.

Bodies not subject to the Rifseep benefit from premium schemes of their own.

The amount of the IFSE is fixed according to the level of responsibility and expertise necessary for the performance of duties.

The functions of staff members of the same corps shall be divided into different groups on the basis of the following professional criteria:

  • Supervisory, coordination, steering or design functions
  • Technicality, expertise, experience or qualification necessary for the performance of the duties
  • Particular subjects or degree of exposure of the position with regard to its professional environment.

Some ministerial orders set the number of function groups in each body.

They shall also fix the following amounts:

  • Maximum annual IFSE amounts per function group
  • Maximum annual IFSE amounts applicable to staff members with official accommodation
  • Minimum IFSE amounts per grade.

The amount of your IFSE is set within the limits of these maximum amounts. It shall be reviewed in the following situations:

  • Change of functions
  • At least every 4 years, in the absence of a change of duties and in the light of the experience acquired by the staff member
  • Change of rank following promotion.

IFSE is paid monthly.

The annual allowance supplement (AIC) takes into account your professional commitment and way of serving, assessed during an annual professional interview conducted by your direct supervisor.

It is between 0 and 100% a maximum amount per function group set by ministerial decree.

The CIA is paid out once or twice a year.

It is not automatically renewed from one year to the next.

FPT

The compensation scheme shall be determined by deliberation after consulting the Social Committee.

The establishment of an indemnity scheme is not mandatory.

The compensation plan may take into account the conditions of your duties, your professional commitment and, if your community so wishes, the collective results of the service.

Equivalencies are established, by decree, between territorial employment executives and bodies of the State civil service.

It is the compensation system that takes into account the functions, constraints, expertise and professional commitment (Rifseep) of the State that serves as a reference for the implementation of the compensation system in local authorities for most job managers.

The local authority freely sets the ceilings for each of the two parts of the compensation scheme (allowance for duties, hardship and expertise - IFSE - and annual compensation supplement - CIA) and sets the criteria for awarding them.

However, the sum of the two shares must not exceed the overall ceiling of the premiums that can be granted to public servants.

The deliberation may provide for the retention, on an individual basis, of the amount of the previous premiums, if that amount is more favorable than the amount fixed in accordance with the Rifseep rules.

Civil servants working in municipal police posts and in the field guard posts shall be entitled to a compensation scheme based on specific texts, without any equivalence with State civil servants.

A profit-sharing premium that takes account of the collective performance of the services may be introduced by deliberation.

Please note

There is no statutory or regulatory requirement for communities to pay out their officers' compensation plans at any particular time. The monthly payment of the IFSE provided for in the public service of the State does not necessarily apply to territorial employers. They can choose a different rate of payment.

FPH

The applicable premiums and allowances are provided for by ministerial decrees and/or decrees which lay down the conditions for their award.

These decrees or decrees define who the beneficiaries may be (civil servants and/or contractors).

They shall lay down the conditions to be met in order to benefit from them:

  • Belonging to a specific body
  • Perform certain functions
  • Be assigned to certain categories of institutions
  • Be subject to certain subjections : night work, Sundays and public holidays.

These decrees or decrees fix the amounts.

A collective profit-sharing premium linked to the quality of the service provided may be awarded to employees after consulting the social committee of establishment.
