Any person who deliberately refuses to become affiliated or who persists in not committing the procedure for compulsory membership of a social security scheme shall be punishable by six months' imprisonment and a fine of €15,000, or only one of those two penalties.

if you work in France during your studies, you are covered by the universal health protection (Puma). The Puma guarantees to any person working or resident in France on a stable and regular basis a right to be paid for his health costs on a personal basis and on a continuous basis throughout life.
If you are a national of the European Economic Area or from Switzerland and come to study in France, you are considered as a temporary stay and must be affiliated to the health insurance scheme of your country of origin.
You can ask the social protection agency of your country of origin one European Health Insurance Card (EHIC).
As long as it is valid until at least the end of the academic year, this organization will continue to cover your refunds.
