What is Parenting Assistance (PCH Parentalité) for parents with disabilities?

PCH Parenting is used to help parents with disabilities in the exercise of their parenting role. It aims to compensate for the difficulties associated with disability in caring for their child, from birth to the age of 6 or 7, depending on the case. We present you the information to know.
PCH Parenting includes 2 types of aid:
- One monthly package of hours to pay a person, called human aid assigned to accompany you in the daily gestures with your child (for example, you need the help of a person to put your baby on the changing table and take care of him, because you lack strength in the arms because of your disability)
- One monthly financial package, called technical assistance for purchasing or adapting equipment (for example, an adjustable changing table or a suitable stroller).
These 2 packages can be accumulate.

If you are 2 parents with disabilities, each of you can receive human and technical assistance.
It all depends on whether you ask for human or technical help.
Human aid
To obtain human assistance, you must meet the following 2 conditions:
- Perceiving the human aid of Classic PCH
- Have 1 or more children aged at least maximum 7 years.
Technical Help
To obtain technical assistance, you must meet the following 2 conditions:
- Receive technical assistance from the Classic PCH
- Have 1 child who just born or who will be born or who will celebrate his 3 years and/or its 6 years.
To apply for the PCH Parenting, you must already collect the PCH Classic or make a request. Indeed, the parenting FCH is not an autonomous aid: it complements the FCH Classic.
The procedure therefore depends on your situation:
- Either you already collect PCH Classic
- Either you submit a PCH application Classic.

You already collect PCH
You must apply using a form dedicated to PCH Parenting:
Application for disability compensation benefit - PCH Parentalité
You must attach certain documents to this form:
- Birth certificate extract of your child or of each of your children if you have more than one
- And, if you are raising your child alone, proof of Family Support Allowance (FSA).
Please note
A photocopy of the family record book is not a birth certificate.
The form and documents must be filed or sent, preferably by registered letter with acknowledgement of receipt, to the departmental house for disabled people (MDPH) of your place of residence:
You can apply for PCH Parenthood before birth of your child and at any time up to the age of 6 or 7 years, as the case may be. If you apply before birth, you will need to send the birth certificate extract to MDPH once your child is born.
You're applying for PCH
You must apply to the departmental house for disabled people (MDPH).
The request can be made online through an online service if the MDPH of your residence offers it (you can check it by indicating your department on the MDPH online portal):
MDPH (AAH, PCH, admission to Ésat, accommodation...) and renewal
You can also make your request by post through a form:
Application or renewal of disability benefits (AEEH, AAH, PCH, CMI, accommodation, Ésat...)
Warning
It is from this online service or this form that you can also apply for the PCH Parentalité. The online service or form does not have a specific heading for this request. However, you have free spaces in which you can directly indicate your wish to apply for the PCH Parenthood (part dedicated to Daily Life).
You must attach the following documents to the online service or form:
- Medical certificate
- Photocopy on both sides of a proof of identity (valid identity document or residence permit or any other document authorizing residence in France)
- Photocopy of a proof of address (if you are hosted by a third party: proof of address and certificate on the honor of the host)
- Certificate of judgment in legal protection if you are under legal protection
- Birth certificate extract of your child or of each of your children if you have several. Please note that a photocopy of the family record book is not a birth certificate.
- Proof of award of Family Support Allowance (FSA) if you are raising your child alone
- Bank Identity Statement (Rib).
The documents must be sent (or scanned if you make your request through the online service), preferably by registered mail with acknowledgement of receipt, to the MDPH of your place of residence.
You can apply for PCH Parenthood before birth of your child and at any time up to the age of 6 or 7 years, as the case may be. If you apply before birth, you will need to send the birth certificate extract to MDPH once your child is born.
The fixed amount of hours granted under human aid varies according to the age of your child and according to you are or are not in a relationship (married, past or cohabiting):

You can use this package freely, for example to finance your child's nursery costs.

The amount of technical assistance depends on your child's age:

At birth
The amount of technical assistance paid is €1,400.
Every 3 years of your child
The amount of technical assistance paid is €1,200 .
At 6 years of age of your child
The amount of technical assistance paid is €1,000.
The PCH Parentalité is paid directly by the department's services.
Please note
The payment starts from the month in which the application was filed.
It all depends on whether you perceive human or technical aid.
Human aid
You receive human aid every month on your bank account.
Disbursement of human aid stops when your child is 7 years old.
Technical Help
You receive technical assistance to anniversary dates of your child to your bank account.
The payment of technical assistance stops at your child's 6 years old.
