Until 31 December 2026, if you are a civil servant with a disability, you may be seconded to a body or framework of jobs of higher category. At the end of a minimum period of secondment, you can be integrated into this corps or employment framework. We present you what this temporary promotion scheme consists of according to your public service of belonging (State - FPE, territorial - FPT, hospital - FPH).

EPF

If you are civil servant with disabilities, beneficiary of the employment obligation, a device is put in place, until 31 December 2026, to allow you to access a body of higher category.

In principle, access to a body of higher category is effected by contest (external or internal) or by internal promotion.

This temporary device provides access to a body of a higher category by detachment in this body. And this detachment of a limited duration, possibly renewable, is intended to lead tointegration into this host body.

This system is a derogating system whose implementation aims to streamline the career path of civil servants with disabilities in addition to the usual professional promotion channels such as internal competitions and the internal promotion.

You must justify the length of public service required to enter the internal competition for access to the body that you wish to integrate.

This duration of service is fixed by the special status of the body concerned.

If the particular status does not set any length of service, you must justify, to 1er January of the year of your application, 10 years of public services in a body, a job setting or a job.

The number of jobs offered at the detachment is fixed each year by ministerial decree for each body concerned.

The jobs offered to the secondment are the subject of a call for applications published in particular on the public service internet portal and on the website of the recruitment authority.

The notice shall include the following particulars:

  • Number and description of jobs proposed
  • Expected date of secondment
  • Composition of the application file
  • Deadline for applications.

The application package includes the following 2 documents:

  • File to be constituted, according to a regulatory model, with a view to recognizing the achievements of your professional experience
  • Copy of the document, valid, to justify your situation as a person with a disability, beneficiary of the employment obligation.

Review of records

The recruitment authority checks the admissibility of the application files and forwards the admissible files to a commission to assess the suitability of each candidate.

This commission is composed of 3 people:

  • A staff member of a corps of equivalent or higher level than the detachment corps representing the recruitment authority and chairman of the commission
  • A person competent in the field of professional integration and job retention of persons with disabilities
  • One person from the human resources department.

The committee shall assess the professional suitability of each candidate to carry out the tasks of the secondment corps in the light of the application file.

It also takes into account the acquired professional experience of each candidate and his motivation.

After examining the candidates' files, the committee draws up a list of candidates selected for an interview.

Maintenance

The commission receives each candidate during a maintenance of 45 minutes maximum, on the basis of its dossier for the recognition of acquired professional experience.

You begin this interview with a presentation of up to 10 minutes on your professional career.

The commission assesses your motivation, career path and ability to perform the functions of the detachment corps.

The commission may request the opinion of one or more persons.

For access to bodies managed by the Ministry of Foreign Affairs, your language skills can be assessed by the Ministry's language training center.

The results of the evaluation shall be forwarded to the Commission.

After having received all the candidates, the committee draws up the list of candidates proposed for secondment.

If you are proposed by the commission and selected by the recruitment authority, you are seconded to that authority.

Duration of secondment

If the special status of the detachment unit provides for a traineeship or initial training for the successful candidates in the internal competition, the secondment shall be awarded for the duration of that traineeship or training.

If the special status does not provide for it, the secondment is pronounced for 1 year.

If you are part-time, the duration of the secondment is increased so that it is ultimately equivalent to the duration of a full-time civil servant.

You are classified in your secondment grade under the same conditions as those laid down in the special Staff Regulations for the successful candidates in the internal competition.

Training

If the particular status of the detachment corps provides for a period of initial training prior to tenure, you will follow this initial training.

It can, if necessary, be adapted to your needs.

If the particular status of the detachment corps does not provide for such initial training, you shall be entitled to a support and job-specific training.

The progress of the secondment period shall be the subject of a report assessing the skills acquired and their implementation.

This report is prepared by your supervisor or the director of the training organization.

Assessment of professional competence

At the end of the secondment, your professional suitability is assessed with a view to your integration into your secondment corps.

If you have taken the training provided for by the special statute of your detachment corps, your professional aptitude is examined under the same conditions as for a probationary official.

If it is examined by a jury, a person competent in the field of professional integration and continued employment of persons with disabilities is part of the jury.

If the special status does not provide for initial training, the examination of your professional competence shall be carried out by the candidate selection committee.

The committee will receive you during an interview of up to 45 minutes on the basis of the appraisal report drawn up by your supervisor.

This interview begins with a presentation of up to 10 minutes on your main activities during the detachment.

The commission appreciates your ability to carry out the tasks of the detachment corps.

The commission may request the opinion of one or more persons.

Integration or renewal of the secondment

If you are declared fit to be integrated into the detachment corps, the administration shall carry out such integration.

If the particular status of the integration corps provides for a commitment to serve for a minimum period of time, you are subject to this obligation.

If it is considered that your professional capacities remain insufficient to carry out the tasks of the detachment corps, the administration may renew your detachment.

Renewal shall be for the same period as in the case of renewal of the probationary period.

If the special status does not provide for the duration of the renewal of the probationary period, the secondment shall be renewed for one year.

You will have an interview with your detachment administration to identify, if necessary, the accompanying measures that can promote your integration.

At the end of the renewal period, a new examination of your professional competence is carried out under the same conditions as at the end of the 1re period.

If it is determined that you do not have sufficient professional capacity to perform the duties of the detachment corps, you are reintegrated into your original corps.

FPT

If you are civil servant with disabilities, beneficiary of the employment obligation, a device is put in place, until 31 December 2026, to allow you to access a employment framework of higher category.

In principle, access to a senior-level job cadre is provided by contest (external or internal) or by internal promotion.

This temporary arrangement provides for access to a higher-level job manager by detachment in this framework of jobs.

And this detachment of a limited duration, possibly renewable, is intended to lead tointegration into this framework of jobs.

This system is a derogating system whose implementation aims to streamline the career path of civil servants with disabilities in addition to the usual professional promotion channels such as internal competitions and the internal promotion.

General case

The jobs offered to the secondment are the subject of a call for applications published on the website of the local authority.

The notice shall include the following particulars:

The application package includes the following 2 documents:

  • File to be constituted, according to a regulatory model, with a view to recognizing the achievements of your professional experience
  • Copy of the document, valid, to justify your situation as a person with a disability, beneficiary of the employment obligation.

The recruitment authority may carry out the selection procedure itself or delegate it to the management center.

Review of records

The recruitment authority checks the admissibility of the application files and forwards the admissible files to a commission to assess the suitability of candidates.

This commission is composed of 3 people:

  • The territorial authority or its representative, an official of an official of a post equivalent to or higher than the official of a posting post
  • A person competent in the field of professional integration and job retention of persons with disabilities
  • One person from the human resources department.

The committee shall assess the professional suitability of each candidate to carry out the tasks under the secondment framework, in the light of the application file.

If you are part-time, the duration of the secondment is increased so that it is ultimately equivalent to the duration of a full-time civil servant.

This report is prepared by your supervisor or the director of the training organization.

Assessment of professional competence

At the end of the secondment, your professional aptitude is assessed with a view to your integration into secondment jobs.

This evaluation shall be carried out by the Selection Committee for Candidates for Secondment.

The committee will receive you during an interview of up to 45 minutes on the basis of the appraisal report drawn up by your supervisor.

This interview begins with a presentation of up to 10 minutes on your main activities during the detachment.

The Commission appreciates your ability to carry out the tasks of the posting framework.

The commission may request the opinion of one or more persons.

Integration or renewal of the secondment

The commission can declare you able to integrate your new employment framework.

The community then does that integration.

Otherwise, the commission may propose the renewal of your secondment.

If it proposes the renewal of your secondment, the territorial authority may decide to proceed with this renewal or order your reintegration into your original employment framework.

If the secondment is renewed, it shall be for the same period as the initial period.

You will have an interview with your detachment administration to identify, if necessary, the accompanying measures that can promote your integration.

At the end of the renewal period, a new examination of your professional competence shall be carried out under the same conditions as at the end of 1re period.

If it is considered that you do not have sufficient professional capacity to carry out the tasks of the posting framework, you are reinstated in your original employment framework.

FPH
