Should accounts opened abroad be reported?

If you live in mainland France, Guadeloupe, Martinique, French Guiana, Réunion, Mayotte or Monaco, you must declare your accounts opened abroad to the tax authorities. Types of accounts to be reported, reporting procedures, sanctions in case of non-reporting: here is the information to know.
You must report to the tax authorities the foreign accounts if they were open, held, used or closed in the taxation year.
You must declare accounts domiciled outside France with a banking institution or with any financial services provider (notary, stockbroker, etc.).
To find out where the accounts you have opened in online banks are domiciled, you need to look at the code IBAN of your accounts. A French IBAN starts with FR. If not, you must report it each year as a foreigner account.

The digital asset accounts held on foreign platforms and life insurance contracts opened abroad must also be declared.
However, you have not to be declared an account you hold abroad if it fills the 3 conditions following:
- It is used to pay for online purchases or to collect sales of goods
- It is linked to an account you already have in France
- You have cashed into this account an amount not exceeding €10,000 in the year, for sales you have made.
You must declare your accounts abroad if you are a private domiciled in France, association established in France or a business not in commercial form established in France and subject to income tax.
Non-commercial persons, associations or businesses shall be considered as tax domiciled in France if they are located in metropolitan France or overseas departments and regions (Drom).
You are also concerned if you are a French national and have established your habitual residence in Monaco.
You have an obligation to report, whether you are holder a foreign account or a beneficiary of a foreign proxy to use the account.
Accounts opened abroad must be reported at the same time as your annual tax return.
The declaration of income via the internet is mandatory if your main residence has internet access and you are able to file your declaration online.
You must check the box (or boxes) in your return for accounts you have opened, held, used or closed.
For each account, you must attach to your tax return, the following statement:

This form is available for reporting foreign bank accounts, foreigners digital asset accounts, and life insurance policies taken out of France.

You must complete a declaration for each account which you have.
For non-commercial associations and businesses, the foreign account declaration form is completed by the legal representative, or a agent specially designated. It must be attached to the statement of results signed with the public finance center where the place of activity or, as the case may be, the principal establishment or the registered office depends.
If you do not declare the references of your accounts or investment portfoliosdigital assets (also called crypto-assets) abroad, you risk a financial penalty that depends on the account concerned:

The following penalties shall apply:
- Lump-sum fine of €1,500 by undeclared account
- Lump-sum fine of €10,000 by undeclared account, if the account is located in a State that has not concluded a tax evasion and avoidance convention with France
- Increase of 80 % of the duties due on the amounts shown on the undeclared account(s). This increase then replaces the fine of €1,500 or €10,000.
Digital Asset Accounts Abroad
The following penalties shall apply:
- Lump-sum fine of €750 by undeclared account,
- Lump-sum fine of €1,500 by undeclared account, if the value of the digital asset account exceeds €50,000 at any time in the year concerned by the reporting obligation,
- 80% increase applied to all tax reminders resulting from the non-reporting of digital asset portfolios held abroad.
