Recruitment in the public service without competition in category C

It was possible to be recruited as a civil servant without taking a competitive examination. This is possible in some employment bodies or managers of category C of which 1er grade is the lowest pay scale in the public service. We present these conditions of access.

You can be recruited in the public service (State, territorial or hospital), without taking competitions, in some employment bodies or managers from category C.

The bodies or managers of jobs accessible without competition are those whose grade starting with the lowest pay scale in the public service, called pay scale C1.

The jobs concerned are those that do not necessarily require a diploma. These are mainly the following jobs:

  • Administrative Assistant with administrative, executive, hosting and secretarial functions
  • Technical assistant in charge of work or technical work and driving of vehicles.

You must complete the general conditions of access to the public service.

Job offers accessible without competition are available through different channels depending on the public service concerned (State - EPF, territorial - FPT or hospital - FPH).

To apply for a job offer, you must provide a application letter (also called cover letter) and a curriculum vitae (CV) including any training you have taken and jobs previously held.

If your application is selected, you are invited to a job interview.

Maintenance can take place remotely by videoconference. In this case, the job offer shall indicate whether the use of videoconferencing may be requested:

  • Either only by candidates residing in a French overseas territory or abroad, in a situation of disability, in a situation of pregnancy or whose state of health requires it
  • Either by any candidate.

The applicant who expresses the wish to use videoconferencing shall be informed by the employer administration of the material conditions for organizing the interview.
