Can we still open a People's Savings Plan (PEP)?
Verified 13 November 2025 - Public Service / Directorate of Legal and Administrative Information (Prime Minister)
No, you can no longer open a People's Savings Plan (PEP) today.
This savings product has not been marketed since September 25, 2003.
The operating conditions of the PEPs opened before that date shall remain valid:
- You can continue to make payments up to the legal limit of €92,000.
- You can also continue to benefit from the tax benefits of the PEP (income tax exemption for capital and life annuity after a certain period).
FYI
When the bank is informed of the death of the holder of the popular savings plan, it must close the PEP (and the other accounts of the deceased person).
Since November 13, 2025, transactions related to the estate are free for deposit accounts and booklet accounts, if you are in one of the following situations:
- The total balance of the deceased's accounts and savings products is less than €5,910
- The heirs present at the bank an act of notoriety or a signed attestation of all, and transactions related to the succession have no obvious complexity.
In other cases, inheritance costs are now capped at 1% the total balance of the deceased's accounts and savings products. This amount cannot exceed €850.
