How is the day of solidarity accomplished in the public service?

The day of solidarity finances actions to promote the autonomy of the elderly or disabled. It is applicable to civil servants and contractors.
The solidarity day takes the form of an additional 7-hour working day unpaid.
For agents working part-time or non-full-timeHowever, the 7 hours of this day are reduced in proportion to their working time.
The conditions for the day of solidarity vary depending on whether you exercise Alsace-Moselle or on the rest of French territory (general case):
General case
The solidarity day may be completed in one of the following ways:
- Work on a previously non-working holiday other than 1er May (work on Whit Monday for example)
- Removal of one day of RTT
- Any other organization that allows 7 hours of previously unworked work, unless one day of annual leave is eliminated.
Alsace-Moselle
In the departments of Moselle, Bas-Rhin and Haut-Rhin, the day of solidarity may be carried out in one of the following ways:
- Work on a normally non-working holiday other than 1er May, 25 and 26 December and Good Friday (work on Whit Monday for example)
- Removal of one day of RTT
- Any other organization that allows 7 hours of previously unworked work, unless one day of annual leave is eliminated.
The conditions under which the day of solidarity is completed shall be laid down:
- In the State civil service, by ministerial decree after consulting the relevant ministerial social administration committee
- In the territorial civil service, by deliberation after the opinion of the territorial social committee
- In the hospital civil service, by decision of the director of the establishment, after consulting the social committee of the establishment.
