CSE member training leave in health, safety and working conditions

You have been appointed as a member of the staff delegation of the Social and Economic Committee (CSE) and you are wondering how the training is organized to perform this function? Your employer can grant you leave of absence for your training needs. The objective is to train you in the exercise of your missions in health, safety and working conditions. We present you the regulations to know.

You can apply for this training if you are a member of the staff delegation of the social and economic committee (CSE).

The content is not the same during the 1era training and when renewing the mandate.

1st formation

The training covers issues related to the performance of CSE missions: health, safety and working conditions.

Its purpose is to develop:

  • Your ability to detect and measure occupational risks
  • Your ability to analyze working conditions
  • Your ability to prevent occupational risks and improve working conditions.

Its content is adapted to the characteristics and specificities of your company's professional branch.

FYI  

In the companies ofat least 50 employees, if you are elected for the 1era Sometimes you can also benefit from an economic training course of up to 5 days. Its funding is supported by CSE.

Renewal of training (re-election)

The training is renewed when you have been in office for 4 years, consecutive or not.

The purpose of the renewal of this training is to update your knowledge and improve your skills.

Thus, the program:

  • Has a more specialized character
  • Is adapted to your particular requirements
  • Takes account in particular of technological and organizational changes affecting the company, establishment or branch of activity.

The duration is not the same during the 1era training and when renewing the mandate.

During the 1st term

The training is of a duration minimum of 5 days.

Upon renewal of this mandate (re-election)

  • In any As a company, the training is of a minimum duration of 3 days for each member of the staff delegation.
  • In a company 300 or more employees, the training shall be of a minimum duration of 5 days for the members of the Committee on Health, Safety and Working Conditions (CSSCT).

You must submit a request written Authorization of absence to your employer, preferably by registered letter with acknowledgement of receipt (LRAR).

You have to address it at least 30 days before the start of the training.

The application must specify the following:

  • Date and duration of planned absence
  • Training Award
  • Name of the organization providing this training.

The employer may oppose your departure if it considers that this absence could have adverse consequences for the smooth running of the company.

Your employer's refusal must be notified within 8 days of receipt of the request.

In this case, the training leave can be postponed up to a maximum of 6 months.

The time spent on training is taken from the working time.

So your remuneration is maintained during training by your employer.

The ancillary costs include the costs of transportation, meals and accommodation.

Transport costs

Transport costs for training are covered by the employer up to the rate of 2nde class of trains.

This rate is the one applicable to the most direct journey from the establishment's headquarters to the place of dispensation of the training.

Living expenses in metropolitan France

Living expenses (meals and accommodation) shall be covered up to the amount of the mission allowance fixed in accordance with the regulations applicable to the temporary travel of officials.

The mission allowance entitles, cumulatively or separately, depending on your accommodation and catering conditions, to a lump sum refund of your accommodation costs and taxes and/or a lump sum refund of your meal expenses.

Large cities are municipalities with a population of 200,000 or more.

If you are recognized as a disabled worker and in a situation of reduced mobility, the accommodation costs are covered up to €150 regardless of where the trip takes place.
