Can a foreigner emeritus (sportsman, entrepreneur, etc.) be naturalized?

French nationality may be granted to a French-speaking foreigner who, through his or her outstanding efforts, contributes to the influence of France and to the prosperity of its international economic relations.

These two conditions are cumulative.

For example, it may be a person or a head of company whose work in this field is recognized.

This procedure is exceptional and is at the initiative of the minister of foreign affairs.
