College and High School: Board of Directors

The Board of Directors is the assembly that takes important decisions regarding the organization of the institution. The Board participates in the life of the school by voting certain decisions. It may also be consulted for an opinion.

Decisions put to the vote by the Board

The Board voted and adopted the establishment project, on , the budget and the financial account.

It also adopts the following documents:

  • Report on the educational functioning of the establishment and its material conditions of operation
  • Violence prevention plan including an action program against all forms of harassment.

The Board also decides on questions concerning the reception, information and participation of parents of pupils to school life. Health, safety and security issues are also part of its remit.

The Board also votes on decisions concerning the educational and pedagogical autonomy of the institution, including the rules of organization of the institution.

Decisions subject to GC agreement

The Board agreed on the following subjects:

  • Guidance on the conduct of the dialog with parents of pupils
  • Program of the sports association
  • Programming and financing methods for school trips
  • Membership in any group of establishments
  • Conclusion of contracts, agreements and contracts to which the institution is a signatory (except certain contracts)
  • Program of actions established each year by the school-college board
  • Modes of participation in the action plan of the group of institutions for adult learning.

Consultation of the Board for opinion

At the request of the superintendent, the Board gives its opinion on the following subjects:

  • Proposals for the creation and deletion of sections, options and additional training of local initiative in the establishment
  • Choice of textbooks, software and educational tools
  • Mayor's proposed change to the hours of entry and exit of the facility.

High school

The Board is chaired by the principal.

It is composed of members of the administration and educational staff of the high school. They are the assistant principal, the assistant manager, the senior education adviser (EPC: titleContent), and the Deputy Director for Vocational and Technological Training (former Head of Works).

The Board also includes the following members:

  • 1 qualified person or, where the members of the administration of the high school are less than 5, 2 qualified persons. These personalities are outside the education system and generally represent the economic, social or cultural fields
  • 7 elected teaching and education staff
  • 3 elected administrative, social and health personnel, technical, workers and service (All: titleContent)
  • 5 elected representatives of parents of pupils
  • 5 elected representatives of students
  • 2 representatives from the region
  • 2 representatives of the municipality or, where there is an inter-municipality, 1 representative of the municipality and 1 representative of the inter-municipality
  • In vocational high schools only, 2 qualified personalities representing the economic world.

College with more than 600 students or a special education section

The Board is chaired by the principal.

It is composed of members of the administration and educational staff of the college. They are the principal assistant, the assistant manager, the principal education adviser (EPC: titleContent), the Deputy Director for the Special Education Section.

The Board also includes the following members:

  • 1 qualified person or, where the members of the administration of the high school are less than 5, 2 qualified persons. These personalities are outside the education system and generally represent the economic, social or cultural fields.
  • 7 elected teaching and education staff
  • 3 elected administrative, social and health personnel, technical, workers and service (All: titleContent)
  • 7 elected representatives of parents of pupils
  • 3 elected representatives of students
  • 2 departmental representatives
  • 2 representatives of the municipality or, where there is an inter-municipality, 1 representative of the municipality and 1 representative of the inter-municipality.

College of less than 600 students

The Board is chaired by the principal.

It is composed of members of the administration and educational staff of the college. They are the Principal Assistant, the Assistant Manager and the Senior Education Advisor (EPC: titleContent).

The Board also includes the following members:

  • 1 qualified person or, when the members of the administration of the high school are less than 4, 2 qualified persons. These personalities are outside the education system and generally represent the economic, social or cultural fields.
  • 6 elected teaching and education staff
  • 2 elected administrative, social and health, technical, workers and service personnel (All: titleContent)
  • 6 elected representatives of parents of pupils
  • 2 elected representatives of pupils
  • 2 departmental representatives
  • 1 representative of the municipality
  • 1 representative of the intercommunality (where it exists). That representative does not have the right to vote. It can only be consulted.

Regional adapted education institution (Érea)

The Board is chaired by the head of the school.

It is composed of members of the administration and educational staff of theErea: titleContent. They are the deputy superintendent, the assistant manager, the senior education adviser (EPC: titleContent) and the Deputy Director for Vocational and Technological Training (former Head of Works).

The Board also includes the following members:

  • 1 qualified person or, where the members of the administration of theErea: titleContent are less than 4.2 qualified personalities. These personalities are outside the education system and generally represent the economic, social or cultural fields.
  • 4 elected teaching and education staff
  • 4 elected administrative, social and health personnel, technical, workers and service (All: titleContent)
  • 5 elected representatives of parents of pupils
  • 3 elected representatives of students
  • 2 representatives from the region
  • 1 representative of the municipality
  • 1 representative of the intercommunality (where it exists). That representative does not have the right to vote. It can only be consulted.

Election Mode

The staff representatives of the establishment shall be elected by a list vote on the basis of proportional representation (1 round) by the staff of the institution.

The representatives of parents of pupils are elected by a list vote on the basis of proportional representation (1 round) by the parents of pupils.

The student representatives shall be elected by multi-member ballot in 1 round. At the college, they are elected by the students' delegates. In high school, they are elected from among the members of the council of delegates for high school life, by student delegates and delegates for high school life.

Conduct of elections

Elections shall be held no later than the end of the 7e week of the school year.

Voting materials are sent to voters at least 6 days before the polling date.

Voting takes place in physics (at the ballot box) and by correspondence.

For the election of representatives of parents of pupils, voting may take place either by correspondence or by electronic means, on the basis of a decision of the head of the school, after consultation with the board of directors.

Votes are personal and secret.

The head of the school sets the date of the election and the opening hours of the polling station (at least 4 consecutive hours for parents of pupils and 8 consecutive hours for staff).

The head of the establishment receives, for the vote by post, the ballots in double envelope. It organizes the public counting and publishes the results. White papers are not counted.

Challenges to the validity of electoral operations must take place within 5 years working days from the proclamation of the results before the rector of the academy. The decision is taken within 8 days. If it does not decide after these 8 days, the application is considered rejected.

Who shall I contact

Term of office

Representatives are elected for a term of office of1 year.

Warning  

A person may not be a member of the Board if he has been deprived by judgment of his civil, civil or family rights.

Appointment of representatives of municipalities, departments and regions

They are designated by the Board following each renewal.

Designation of qualified persons

They are designated for a period of 3 years by the Dasen: titleContent on the proposal of the head of establishment and after consulting the department or region.

Qualified individuals must be outside the education system. They generally represent the economic, social or cultural fields. They may also be representatives of employee or employer trade union organizations.

Warning  

A person may not be a member of the Board if he has been deprived by judgment of his civil, civil or family rights.

GC Meetings

The Board meets in regular session at the initiative of the head of the institution at least 3 times a year.

It may meet in extraordinary session on an agenda determined at the request of the academic directorate, region, department or commune of affiliation. The Board in extraordinary session may also be convened at the request of the head of the institution or at least half of the members of the Board.

Summonses

The head of the institution shall fix the dates and times of the sessions. He shall send the summonses, together with the agenda and preparatory documents, at least 8 days in advance. This period can be reduced to 1 day in case of emergency.

In setting the agenda, the head of the institution shall take into account the requests for registration sent to him by the members of the Council.

Quorum: minimum number of board members

The Board sits validly if the number of members present at the beginning of the meeting is equal to the majority of the current members making up the Board.

If this quorum is not reached, the Board is convened for a new meeting, which must be held within 5 to 8 days. In case of emergency, this period can be reduced to 3 days.

In this case, it deliberates validly, regardless of the number of members present.

Special features of the 1st session of the school year

At the time of its 1re At the meeting of the school year, the Board examines the conditions for organizing the dialog with parents.

Any additional action may be planned to take account of local specificities or the orientations of the establishment project.

The reception conditions for parents, access to digital work spaces and the date of the planned meetings are specified.
