Publié le 12 août 2026 - Public Service / (Prime Minister)

Since August 7, 2026, a new regulation applies to users of motorized personal mobility devices (EDPM) circulating in Paris and in the departments of the small crown. A police prefect's order now requires the wearing of a helmet and retroreflective equipment for the drivers of electric scooters, gyropods, monoroids and hoverboards circulating on the public highway.

Which users are concerned?

This measure applies to drivers of the following motorized personal mobility devices (MPDDs):

  • electric scooters;
  • gyropods;
  • monowheels;
  • hoverboards;
  • light mopeds.

The measure applies in Paris as well as in Hauts-de-Seine, Seine-Saint-Denis and Val-de-Marne.

National legislation already provides for traffic rules for EDPMs, in particular the obligation, in agglomerations, to use cycle lanes and bicycle lanes where they exist.

What are the new obligations?

The prefectural decree now adds two obligations of individual protection:

  • wearing a helmet;
  • the wearing of a high visibility vest or any retroreflective equipment allowing to be seen by other road users.

FYI

The wearing of helmets and reflective equipment is already mandatory in several departments, such as Seine-et-Marne, Alpes-Maritimes and Yonne. In Vaucluse, the prefectural decree only provides for the obligation to wear a helmet.

What are the penalties for non-compliance?

According to the decree of the Prefect of Police applicable in Paris and in the departments of Hauts-de-Seine, Seine-Saint-Denis and Val-de-Marne, non-compliance with these obligations is punished:

  • by a fixed fine of €135 in the absence of a helmet;
  • by a fine of €35 in the absence of retroreflective equipment.

These obligations apply at any time, day or night, for any traffic on the public highway.
